Overview
Sto-Rox School District has been experiencing financial challenges for more than 10 years which have included multiple, consecutive years of operating deficits that not only depleted the District’s financial reserves but also impacted the District’s ability to provide the resources and programs necessary to meet the needs of its students. Despite the Pennsylvania Department of Education’s (PDE’s) extension of support through the assignment of Financial Watch Status in 2020, the District’s challenges have persisted. As such, the District was converted to Moderate Financial Recovery in 2021.

In accordance with PA School Code and Act 141 of 2012, a Chief Recovery Officer position was created in 2021 and continues to be provided by PDE, along with supplemental financial and technical support. Shortly after the assignment of Moderate Financial Recovery in 2021, a Financial Recovery Plan was developed by the Chief Recovery Officer and subsequently approved by both the local Board of School Directors and PDE. This original Plan (2022) was intended to provide immediate stabilization, to help lead the District out of debt, and to improve student outcomes.

An Amended Financial Recovery Plan (2025) was recently developed and approved by both the local Board of School Directors and PDE to acknowledge the District’s growth in specific areas of finance and also to address continued struggles in other areas of finance and District operations.

The Amended Recovery Plan (2025) offers Sto-Rox leadership actionable strategies grounded in universally accepted best practices to drive positive systemic reform. Sustained stability and improvement across the areas of academic programs and operations; resource management; talent management; culture, climate, and safety; and administration and governance are crucial to preserving the District’s K-12 model and providing a high-quality academic experience to students in Sto-Rox.
Committee Meetings
The Sto-Rox School District Financial Recovery Advisory Committee meets monthly with the Chief Recovery Officer to discuss issues related to the district and its financial recovery efforts. In accordance with PA School Code and Act 141 of 2012, specific appointments to the committee have been made; however, these monthly meetings are open to the public.
